Preheat oven to 375. Combine butter with crumbs and arrange 1/3 of crumb mixture in a greased 1 1/2 quart casserole.
In small bowl combine sugar, cinnamon and lemon peel.
Cover crumbs with half the apples then half of sugar mixture.
Cover with 1/3 of crumbs, rest of apples and rest of sugar mixture.
Pour combined lemon juice and water, then top with the rest of crumbs.
